Purchasing and Administrative Services
Director - Frank Spraggins
The Purchasing and Administrative Services department plans and
directs construction projects for the city under the direction of
the city manager, and serves and the city purchasing agent. Some of
the responsibilities of this department are, presenting purchasing
recommendations to departments, soliciting proposals and prices for
all department purchases of vehicles or large equipment, preparing
proposal packets for soliciting vendors on contractual services and
commodity purchases, revising purchase requisitions and preparing
purchase orders, issuing and reconciling purchase orders for
anything over $200, overseeing the maintenance of all city owned
vehicles, overseeing all landfill operations, handling concerns of
environmental enforcement staff, attending to customer billing
complaints and attending customer billing review meetings, attending
county disaster training sessions; preparing any disaster plan
reports, and coordinating and city reporting requirements of the
departments with the county disaster coordinator.

Finance Department
City Clerk - Dennis Truitt
The City of Thomaston Finance Department is located in the
Thomaston/Upson County Government Complex. The Finance Department
currently has six employees who perform a range of duties, including
customer service, accounts payable, payroll, utility billing and
financial reporting. Finance Department personnel are responsible
for maintaining utility accounts for approximately 4,500 electric
customers and 4,700 water customers. In addition, business licenses
and various permits are issued by the department, and the sale of
cemetery lots in the city’s Southview Cemetery are handled by
Finance personnel. With all of the city’s billing, payment receipts,
payroll processing, invoice payments, and financial reporting
performed within the department; it gives the Finance personnel the
ability to serve residents in a knowledgeable and timely manner.

Thomaston Fire Department
Chief - Eddie Lifsey
The Thomaston Fire Department is made up of 19 employees making up
three 24 hour shifts. They have two fire engines, one multi purpose
ladder truck, one rescue squad, and one pickup truck. The department
takes about 300 calls per year and also responds to selective EMS
calls, those involving cardiac problems or auto accidents. The
department has a mutual aid agreement with the county volunteer
departments. If either needs help and the other has the resources
free, they will assist each other as needed.

Thomaston Police Department
Chief - Dan Greathouse
The Thomaston Police department is responsible for keeping the laws,
ordinances, and regulations of the State of Georgia and Thomaston.
They protect the lives and property of the citizens of the city, as
well as prevent, detect, and investigate criminal activity, recover
stolen property, apprehend offenders, and traffic control. The
department has 16 patrol cars and two trucks; at one time there can
be as many as five patrols units, three investigation units, a
captain, and a chief unit out at one time.

Public Works Department
Department Head - Eric Walker
The Public Works Department repairs and replaces sidewalks, unstops
and replaces storm drains, patches potholes, paves all city streets,
clears trash and dead animals from the city right of way, sweeps all
city streets, replaces all city street signs, and cuts the grass on
all city streets. All roadways in the city other than State Highways
are the responsibility of the department. The work is done one crew
and two prison crews.

Electric Department
Electric Supt. - Cornelius Ivey
The Electrical Department is responsible for the installation and
maintenance of the entire electrical system. We test residential and
commercial meters. We also have security lighting available. Our
regular scheduled hours are Monday through Friday from 8:00 a.m.
until 5:00 p.m. We have personnel on call 24 hours a day, seven days
a week.

Water/Wastewater management
Project Manager - Roger Palmer
The City of Thomaston’s Waste and Wastewater departments are
operated and maintained by Operations Technologies Inc. (Optech).
Optech has the Water/Wastewater departments split into four
sections: Water treatment, wastewater treatment, water distribution
and wastewater collections, and electrical and mechanical
maintenance.
Optech oversees operations of two water treatment plaints, three
wastewater treatment plants, three raw water pump states, two
reservoir pump stations, five elevated water tanks, and one ground
water tank, and 4,817 metered service connections. Optech does all
of the routine operations, analysis, preventative and corrective
reports from our central Utility office located at 340 N. Center St.
Normal operating hours are 8:00 a.m. 5:00 p.m. Monday through
Friday. Someone is there to answer the phone 24 hours for
emergencies.

Thomaston Downtown Development Office
The Main Street program is designed to improve all aspects of the
downtown and central business district. Our initiatives stem from
local issues and concerns. Improving economic management,
strengthening public participation and making Thomaston a fun place
to visit is critical to Main Streets future as recruiting new
business, rehabilitating buildings and expanding parking options for
downtown venues. Main Street listens to its members. Committees and
board meetings are open to the public. A monthly newsletter and
e-mail alerts keep members informed of developments in Thomaston and
we are always just a phone call away.

Community Development
Director - Kay King
Community Development is responsible for improving the substandard
housing in the city. The department uses grant money from the
Community Development Block Grant to help pay for the
rehabilitation, acquisition, relocation, demolition, and clearing of
the areas. The new units are private and based on affordability, not
income. Some tenants receive section 8 vouchers from the Department
of Community Affairs in Atlanta. Currently, Community Development
has 43 rental units it maintains for the city.

Building and Zoning
Building Official - Ray Brown
The building and zoning department is in charge of all building
permits and zoning in the city and county. The department uses the
2000 Edition State of Georgia Uniform Codes and Amendments and the
2002 National Electric Code. The department handles all building
inspections for new construction, and for the city will conduct an
inspection on existing buildings for safety that lasts for two
years. The department also handles zoning, rezoning, special
exceptions, variances, and public information about zoning.

Thomaston-Upson Archives
Archivist-Executive Director - Penny Cliff
The Thomaston-Upson Archives stores, collects, protects, and makes
available for research the local government records of Upson County,
Thomaston, and the Thomaston-Upson School System; and manuscript,
micro forms, audio visual, and printed materials relating to the
history of Upson County, Thomaston, and Western Middle Georgia. It
is this institutions mission to preserve, manage, and maximize
access to recorded local history for our county, our city, and its
people

Thomaston-Upson Recreation Department
Director - Mindy Daniel
The Thomaston-Upson Recreation Department offers many programs for
the community, including parks, recreational facilities, athletic
programs, and instructional programs. The Department is jointly
funded by the City of Thomaston and Upson County. For more

Thomaston-Upson Airport
Airport Manager - Mitch Ellerbee
The Thomaston-Upson Airport currently has a 3000 square foot
terminal building with a conference room, pilot lounge, and plight
planning. There is one 400'x400' ramp for transient flights and a
400'x500' ramp with allocated adjacent space for 4 to 6 corporate
hangars and separate access off Delray Road. It has 70 T-Hanger
spaces with 3 access points to the main taxiway. There are 60 acres
of undeveloped space with access to the main taxiway. There is
12,000 gallons of storage each for Avgas and JetA and designated
fuel trucks for each. The 100' wide runways and 35' taxiways are all
stressed for 55,000# dual wheel gear.
